P1:
To begin with, I think we should...
This whole idea of scrutinizing the citizens of Amsterdam should be introduced.
And everybody should start with a clean status.
So everybody receives...
All citizens receive a report on their assessment, whether they are illegally renting or not.
And the first letter will be stated that you are clean.
So everybody starts as a good person.
Annual assessment.
Everybody will receive an assessment every year.
So whether you are reported or not, you will get an assessment on your situation.
So it's not something that only fraudulent people receive.

P2:
Like a social credit system.

P1:
I don't know what it is, but I agree.
Then everybody who reports somebody will be checked.
Not on an individual.
I assume it can be anonymous.
But I want them to check whether there are citizens of Amsterdam.
I also want to log the amount of complaints they file.
Because if some people file 200 complaints annually, I want that to be taken into account in the selection machine.
Because that's a clear indication of somebody who is a pain in the ass in the first place.
This checking on the citizenship can be done anonymously.
I know that.
And I think that should be done.
Then I also think the person who is under an investigation should get an immediate report on that.
So I added the citizenship column.
So not after two years of investigations, you hear nothing.
But behind your back you have been investigated.
Now the next day you get a: "You have been reported to be a fraudulent person." (Official voice.) "And we will start an investigation."It allows you to organize your defense in an early stage.
To gather proof, what you need.
Maybe not throw away certain things.
Then, of course, this whole selection mechanism should be totally transparent to anybody who wishes to inspect algorithm.
So Bellingcat and those sort of organizations will do that, Follow the Money.
They will spell out and see whether this is adequate or not.
Then, with the annual check, you will get a full report on how many times you've been listed as a fraudulent person.
So in the best case, that's zero, of course.
But maybe it says two or three, but no follow-up was needed.
So you know "somebody is reporting on you." (Funny voice.) And you probably get some other data on how you are scoring.
Then, in this annual check, you also get an explanation on why the city of Amsterdam chooses to act in this way.
So they will explain to you, this is about tourism, it is about annoyance of too many people making noise.
It is about those sort of things.
Also, if it is about getting, stealing money from hotel companies, I want to know that, if that is the reason.
Or is it that my neighbors are complaining.
Because they are totally different, in my opinion.
I also want them to add, okay, this is our view on, vision on tourism.
If you don't agree with it, these are the political parties that can help you with that.
The VVD says that, the PVV says that… And you can take your case to the gemeentehuis and get them into the city, the government, and they will change the rules.
But this is the rule we have now, and you have violated it, clearly.
You have rented out for 40 days, 10 days in excess, and I have to pay.
And you know this, because in your annual check, this is the file, so at least you know.
I really do think a lot of people don't even know.

R1:
Yeah, I think you're right.

P1:
Okay, so you are informed about the whole vision on tourism in Amsterdam.
And there are also questions on, okay, if you are a fraudulent person, how long will your status be listed as such? Is that going to be forever, or will it be wiped after two years? That's something I don't know about.
And in the end, I think we should, and that's a typical reframing approach.
What is the character of the whole AI doing this? Is that an obnoxious policeman "looking around for possible fraudulent people?" (Growling.) "And if he [inaudible] he is happy?"Or is it a parental guy who is having a daughter who is very puber? And is rebellious, and you want to train her not to be so, and explain, "no, don't do this, don't steal stuff from Albert Einstein, it's not good for you." (Parental voice.) So somebody must design the character of the AI.
